Wow, I had no idea this was such a problem.
Assuming that you are using WinXP you need to get some PowerToys for Windows
Go here: http://www.microsoft.com/windowsxp/Downloads/powertoys/Xppowertoys.mspx
click on ImageResizer.exe
Download and install
From that point on you can right click on any image and size it to whatever size you want.

Not yet available for Vista, but there are workarounds it's just not as convenient.
And if you're using Vista you probalby already know all of this.
