It doesn't sound good.  Once you start messing with it you'll have to go all the way.  Is it a color that you can easily get matched?

Prob rust and or filler crackin.......ski is right, it may turn out to be a lot of work.  Depends on the quality of the work and materials used.  The right way to fix it is remove whatever is causing the paint to "bubble" and repaint it

Bubbles that large are typically either rust or filler cracking - I would probably just drive it this way until the bubbles get worse first - then do it over. There really aren't any quick fixes for that.

How old is the paint?

All hope is not lost. You can get a paint supply to computer match the paint.

Two things you can do.

1. You can wait to see what happens, if it gets bigger, its rust.

2. Take an active approach. You have to do some damage to repair it. Take an exacto knife and carefully cut at the edge of the bubble to remove it whole to find out what is causing the bubble. If its just simply a delamination or contamination below, clean it, prep it, tape around it, you can use an airbrush to spot paint that area. A small repair can be blended in, it will look better than a bubble. But first step is to figure out what caused it.

Leave it in the sun and see if they shrink. If they do, then it might be a problem with the clearcoat, but most likely is some kind of solvent/contamination issue. Probably not not rust, but you will have to strip all the paint off and repaint. Sorry for the bad news.  Sad

Yeah, never buy a car without seeing it first...I've made that mistake and won't ever do it again.
