Does torque affect stall speed?

The same torque converter on a 440 stalls at a higher RPM than the same converter on a 383, so I've been told, due to the increased torque.  Makes sense to me--more power, more RPM.  So is the torque curve of the engine needed to have an accurate stall converter made?

There are other factors too, like the car weightand gear ratio, that affect the stall speed. Some 20 years ago, a friend of mine noticed that his 1300 cc mitsubishi colt transmission has the same splines etc. as a 904 mopar trans. so, he attached the starter ring gear to the mitsubishi converter, made a hub adapter and put the mitusbishi converter behind his 340. The approximately 1400 rpm stall in the mitsubishi was now about 5000 stall in the 340 valiant. However, stall speed isn't the only performance factor a good converter can offer, you should also keep the torque multiplying factor and the slippage in mind, and the performance with that converter wasn't that spectacular.
