On my '69 Barracuda, the hood latch seems to be silver as does the loop that is hooked by the hood release. Is this just some type of silver paint or is it zinc coated?

Most likely zinc chromate - just as the black ones would have been black oxide (parkerized).

All of the latch release levers, loops, and springs that I've seen are a very dark gray, rough type of finish.
