Well, I would take a wire wheel or a wire brush and start cleaning on it. If you find any holes they will need to be fixed (like mine below). If you don't find any holes or extensive rust damage (consider yourself lucky!), I would coat it with a good coat of POR-15.  http://www.por15.com/

My car is in sad shape, I know I know. My patch work looks like crap but, I am doing my best and working on it outside in 45 degree weather isn't easy.

I have used POR-15 on a lot of stuff, I recomend it every chance I get.

Well there are two little holes just a bit bigger than a pinhole that you can see daylight through....im guessing if thats the case i should probably go with replacing the panel? I know its hard to tell from the pictures i posted, but even with those holes, the whole panel is pretty solid...replacement panels arent cheap either, so i just want to be sure that i can stop the rust another way besides from buying a patch panel for it...what do you guys think?

Depends on what you want the final product to look like....show car, driver etc...

I would sandblast the area to remove the rust and paint.  Then you will know what you have.....it will probably have more than two small holes that you can see now.

Cut out the bad metal and replace with a new panel or make one to fix it.  After you sandblast, patch, then Epoxy prime.

Looks like your outer extension panel could be replaced, then maybe patch the trunk.I've had good luck with Autobody Specialties in Conn. .They have a website.I,ve bought rear quarters ,trunk floor complete center $188., front floorpans(Fit Nice) for my 68 Dart, but I'm in New England area and picked up myself.I'm sure shipping on just the extension won't be bad.
