Not sure where the error could be in your case , but , is your balancer tightened down all the way on the crankshaft? Might account for the difference. Have you replaced the water pump ?
Pictures would help us on this one .

Yes, Pictures would help.
What have you changed? pulley's, water pump, balancer?
Something had to have changed. There was an earlier water pump that was shorter I think.

You can buy spacers for the water pump and the crank. They come in different thicknesses. But if everything lined up before, and they don't now, something is not tightened correctly like chryco said.

Here's some, I used them on a bigblock to get the belts lined up, they go on the water pump to move the pulley out.

Are you using a balancer installer? Don't use a hammer. I like to make sure the keyway in the balancer hub is nice and smooth with a small file, same with the crank snout. Add a small amount of NevR Sieze so the balancer installs smoothly.  I don't remember all the details on small blocks, but are the 340 and 318 balancers different?
Lay them both on a table and check the height.

i used the bolt to fit the balancer . the balancer have been on the engine all the time ... it`s the aftermarket cramk wheel that is the problem and i need to install a spacer betveen the balancer and the wheel ... does a spacer like this exist ?
