Pixleated pictures? (Think pixleated is a word..)

Does anyone know how to fix a pixleated picture? (Not sure what the term is..)

As in where you have a small picture, but would like to make it bigger, but still in focus. Anyone know how to do this w/o any special program I'd have to buy?

Irfanview is a very good program, but the pixelation is a limitation of the resolution of the origional picture. It can clean things up a bit, but nothing dramatic, I've had it for a long time.
