Saw this post on moparts.com, trying to help a '71 Dart buddy out.
Please look at the attached diagrams. I have a 1971 Dart Swinger that I want to update the Wiper/Washer switch (for a custom dash). The original switch will, hopefully, be replaced by 3 toggle switches if my schematic/logic is correct. In the attached file the original switch and wiring is on the top portion of the drawing. The modified switches are on the bottom portion of the drawing. Please let me know if this looks like it will work.

From your modified circuit.... If you switch on the high switch without having the low switch on, the "run" switch in the wiper motor will supply 12V to the Low relay while the motor is running. This will mean that both the High and Low relays will be supplying juice to the wiper motor at the same time. I don't know if this will be a problem as I haven't pulled one appart before but its worth looking into.
Why not use a 3 position toggle switch?

Wht is it you're actually trying to achieve? If all you're looking to do is dispense with the rotary switch why not just use a DPDT toggle switch. But then you'd still need a PBNO for the washers and would have to turn the wipers on manually (separately)

Scope out later model cars for a switch assembly that fills your needs. Someone's already done the R&D. Take advantage of it. I pay very close attention to the various brackets and other small detail parts on whatever car I happen to be working on.
