This is about relative motion.
The plane produces thrust that pushes it forward. Forward relative to what? Forward relative to the AIR, not the ground, or conveyor belt in this case.
The whole earth, including the air, can be considered stationary. The plane is moving through the air at a certain speed because the thrust is acting on the air around the plane. The speed of the ground is irrelevant. You don't even need to make contact WITH the ground. You need air speed to produce lift.
Now, if the plane's wheels provided forward motion, THEN the conveyor would prevent you from taking off because you would never move relative to the air around you.
Or, if you wanted to mess things up, as the plane moves forward the wind from behind the plane exacly matches the plane's speed. NOW you won't take off. No lift.

Now for the real humdinger, will a helicopter take off if it's sitting on a giant turntable that rotates the opposite direction of the rotor? (okay that was just a joke).
No, it will not. The pilot will get dizzy and pass out.

The plane will take off. The conveyor belt will have no effect whatsoever other than wearing out the aircrafts tires prematurely and wasting a lot of time and electricity.
Along with smokin those bearings. I do NOT want to be the crew chief to have to work that plane when it lands!
