Ok here is the deal I spent 2k on this car last year to try and solve my plugs fouling out in 15 minutes issue.
The only thing I have done this year is charge the battery up and put it in the car to get it to finally crank over. When I did this I notice my old ammeter gauge was pegged over +40 I drove it around and its running better for a longer period of time but i noticed the plugs started fouling out again and the ammeter gauge is only halfway between 0 and plus 40 mark.
My question is do i have a problem with my charging system then and that the msd is not getting enough voltage?
Also I notice the previous owner has 2 voltage regulators on it one thats 80s era mopar with triangle pig connector and the old one on the inner fender. I always noticed the light flickering issue of the headlights and dash lights and my ammeter gauge always bounced around while driving, I just never suspected anything since the car would always start and stay running with no problem except the issue of fouling plugs out right now

If the battery is low it will charge like that. The fact that it was coming down is a good sign. You didn't sat wich regulator was hooked up, so I will say hook up the new style. On the plugs fouling, I would check the carb, sounds like it is to rich.
