I think you're right. Do you have any idea how to plumb this, to fool the carb to think this car has a canister, or what would happen if I plug it up??? The wire keeps the vent closed until high manifold vaccume opens it to vent into the carb ............I think....

I have one of those sitting in my basement (in pieces). It closes the vent when it is not energized. 12V power opens the vent. Vacuum also opens the vent. Where they are supposed to get hooked up and when they do their thing is beyond me but the FSM for your car should be able to tell you. Might want to try just hooking up the solenoid to Ign. run so it's open whenever the engine is running.

I unscrewed the tube over the rubber seal, and gave it 12 volts at the selenoid. The rubber seal dropped toward the carb base. I hooked 15 in vaccume to the nipple and it did the same thing. When the rubber seal is toward the carb base, is the bowl vented? The fumes would go where??? I'm in a fog.....

Yes. When the rubber seal is toward the carb base (down) the bowl is open to atmosphere through the metal tube. I would just hook the solenoid to ign. 2 (run) so the bowl is vented whenever the engine is running and not bother with the vacuum line. If in doubt, again, check the FSM to find how these things are actually supposed to work. I'm pretty sure it's just an emission device, not something that we at  really care to much about.
