Is a cage required for a 10 second car, or will a 6 or 8 point bar be sufficiant as far as rules go. And is there a link to where I can find the rules on this type of stuff? What do you 10 second guys have as far as a cage or bar??

An 8 point bar is good to 10.00. 9.99 and faster and you need a cage. All of the info is in the rule book.
