stock 74 dart sport rear wheelwells.. will a 28x 10.5 et slick fit ? my springs are not moved in. i do have the right size and offset rim 15x8 4.5 BS. do you roll the outer lips or cut and fold them?

my wheel well lips have strange vertical tabs at the inner edge... what are those for? can i safely cut them off?
