Are these dashes the same ,the 1969 &1971 for the Dodge Dart, meaning the instrument cluster, switches and glove box door are the same and mount in the same holes

No, they are not the same, although they may bolt up to a 69 dash with some alterations.

No. To start with the ignition and hazard flasher switches are in different locations. The entire assembly can be swapped, though.

You would have to swap the dash, column and wiring. I have a dash out of a 67 Valiant in my 70 Duster.
