Window regulator compatibility ('74 Dart/'70 Cuda)

Hi, I'm parting out a 1974 Dart, and a guy just called asking if the window regulator would fit in his '70 Cuda. 2 Problems...
1. What the HELL is a window regulator exactly (I have an idea, but not completely sure)? )(/*
